Typical Response?

I found this while doing some research on Sims Bayou here in Houston. Looks like a body right? I emailed the Houston Police Dive Team Sgt who stated in an email..."I dont think its a body, but if you get any more information please let us know...thank you."  So then I call and speak to a Sgt. in SE Patrol...he stated..."Well if its a body its probably gone by now or decomposed, if you get and more info please give us a call".  SO what do you think? The pics were taken looks like summer of 2018.
