An Idea To Help Clear Unidentified Persons Remains and Solve Cases!

I was thinking about this the other day. Why cant states collect DNA from every person renewing or getting and ID or drivers license?  Can you imagine the impact it would have on clearing cold cases and identifying the dead who have yet to be identified?

Just a thought.
